Recently, the General Administration of Customs released data showing that in December 2020, the overall customs clearance time for my country's export goods was 1.78 hours, nearly 1 hour less than the same period last year; the customs clearance time for imported goods was 34.97 hours, nearly 2 hours less than the same period last year. This means that the customs clearance efficiency of my country's imports has increased significantly, reducing by about 60% in three years.

It is understood that in recent years, various ports in my country have introduced a number of customs clearance measures such as reducing regulatory documents and simplifying declaration procedures, which have greatly reduced the time required for import customs clearance and facilitated the customs clearance procedures for transporters and importers.

Customs clearance supervision documents reduced to 41 : In recent years, China has continued to reduce the number of supervision documents for import and export customs clearance, which has been streamlined from 86 in 2018 to 41. Among them, 38 types support online application and 19 types are accepted through the "single window" of international trade to meet the needs of enterprises for "one-stop" business processing.

Simplify the declaration procedure : It is understood that in order to simplify the integrated customs clearance process, China has adopted the measures of "advance declaration" and "two-step declaration". Advance declaration means that the documents are reviewed in advance before the goods arrive, so that they can be picked up immediately after they arrive; two-step declaration means that 105 declaration items are divided into two steps for separate declaration. In the first step, only 9 items need to be declared and 2 logistics items need to be confirmed. In the second step, enterprises only need to declare other items within the specified time.

Propose targeted measures in a timely manner: "Under the epidemic, empty containers are hard to find and airfares are rising" seems to be a problem that cross-border sellers cannot solve. However, China's Ministry of Commerce, Ministry of Transport, General Administration of Customs and other departments have stated that they will improve the capacity of ocean shipping and the transportation efficiency of China-Europe trains to increase the supply of containers. In 2020, China exempted a total of 15 billion yuan in port construction fees and reduced cargo port fees and port facility security fees by 960 million yuan.
