As the world's largest container port, Shanghai Port has been affected by the recent severe epidemic situation in Shanghai. Freight logistics have been affected one after another by the epidemic. Many shipping companies have transferred goods to other ports and reduced or cancelled calls at Shanghai Port.

On April 12, the Ministry of Transport issued the "Notice on Effectively Strengthening the Work Related to Ensuring the Smooth Operation of Water Transport", hereinafter referred to as the "Notice" . The "Notice" requires that all efforts be made to ensure the smooth operation of the Shanghai Port, as well as the smooth operation of inland waterways and international maritime logistics supply chains.

The Shanghai Municipal Transportation Commission and Shanghai International Port Group should coordinate with international liner companies to ensure the allocation of flights and space for routes calling at the Port of Shanghai and must not arbitrarily reduce the number of flights calling at the Port of Shanghai.

It is worth noting that although the Shanghai epidemic lockdown did not close the Shanghai Port, the Shanghai lockdown still had a significant impact on freight efficiency, with congestion at the port and a gathering of refrigerated containers in the yard.

In response to this situation, the "Notice" proposes that the local government, together with the local commerce department, will urge cargo owners and freight forwarding companies to pick up local container cargo from the port as soon as possible ; and promptly sort out information on refrigerated container cargo involving neighboring provinces such as Jiangsu, Zhejiang, and Anhui, and relieve the refrigerated containers in the yard as soon as possible, and quickly achieve results.

In addition to the relevant policy guarantees for Shanghai Port, in order to do its utmost to keep inland waterways unobstructed , the Ministry of Transport proposed to strengthen waterway operation monitoring, promptly resolve problems such as congestion in waterways and locks, and scientifically and reasonably set up epidemic prevention checkpoints.

In response to the problem of smooth international maritime logistics supply chain , the Ministry of Transport also proposed to strengthen the capacity guarantee of major foreign trade routes, guide major liner companies to optimize the allocation of route capacity, and increase the allocation of space for online booking in the spot market.

At the same time, to strengthen international shipping services, liner companies and port enterprises should strengthen communication and coordination with domestic feeder transport companies, cargo owners and freight forwarders, actively promote online service processing and electronic circulation of documents such as port operation documents, strengthen the pilot force, and strive to improve port service efficiency.
