The main objectives of Labuan Monetary Authority are to:

To promote and develop Labuan as an international business and financial services centre and to set national objectives, policies and priorities for the orderly development and regulation of international business and financial services in Labuan; and To serve as the central regulatory, supervisory and enforcement agency for the international business and financial services industry in Labuan.

The Labuan Monetary Authority issues licenses and regulates licensed entities operating within the Labuan international business and financial services industry, ensuring that all such entities comply with Labuan laws and regulations and adhere to international standards adopted by the jurisdiction. The Labuan Monetary Authority formulates regulatory policies to ensure the orderly conduct of business and financial services in the Labuan International Financial Centre.

Labuan IFC is supported by a comprehensive, modern and internationally recognised legal framework that provides clear legal provisions and industry guidelines, which are enforced by the Labuan Monetary Authority.

The legal framework of Labuan IFC consists of eight Acts which empower the Labuan Monetary Authority and provide for the legal establishment of entities operating in Labuan.

Subsidiary legislation under Labuan laws comprises orders and regulations made under the respective Labuan laws which have legislative force and should be read together with the primary legislation.
