Chengdu's "China-Europe Express Freight Segment Settlement and Valuation Management Reform" has effectively reduced corporate costs and is a concrete practice to increase tax and fee reductions and help market entities alleviate difficulties and develop.

In this reform, domestic freight is not included in the dutiable price of goods. According to the "Customs Valuation Methods for Import and Export Goods", transportation and related costs incurred after the goods arrive at the domestic import location are not included in the dutiable price of goods. Chengdu Customs, together with the district management agency and the train operation platform, scientifically analyzes the cost structure of international railway transportation, promotes integrated reform measures such as restructuring the freight mechanism, optimizing logistics organization, improving document formats, and standardizing trade terms, and deducts domestic freight from the dutiable price.

According to statistics from Chengdu Customs, since the reform pilot was launched, the scope of commodities has expanded from complete vehicles to imported meat, red wine, and mineral products, from single-box pilot to whole-train application, and the route has expanded from Tilburg and Lodz to the entire China-Europe Express . This year, as of the end of June, a total of 1,405 train return imports have achieved domestic freight deductions, with a cargo value of 710 million yuan, and reduced taxes for enterprises by 930,000 yuan. Through the innovative train freight sharing mechanism, cost reduction and efficiency improvement have been achieved.

At the same time, as the reform builds a transparent pricing system, the competitiveness of China-Europe trains has been further enhanced, attracting more and more companies to make better use of land transport channels. Data shows that since the outbreak of the COVID-19 epidemic, the business indicators of Chengdu China-Europe trains have grown against the trend, with a total of more than 8,000 trains running .

The reform of the freight segment settlement and valuation management of China-Europe trains is a systematic project.
